Helping the Poor: What Works in Rwanda?

In the aftermath of a genocide that killed as many as 1 million people in 1994, Rwanda emerged as a "donor darling"—a country where the world's governments, along with nonprofits, churches, companies, and academics, have tried to help the poor. How much good do these government and philanthropic dollars do, and at what cost? How could aid be delivered more effectively?
